    LAHOOD) introduced the following bill; which was referred to the Com-
    mittee on the Judiciary




                          A BILL
To implement equal protection under the 14th article of
   amendment to the Constitution for the right to life of
   each born and preborn human person.

 1        Be it enacted by the Senate and House of Representa-
 2 tives of the United States of America in Congress assembled,
 3   SECTION 1. SHORT TITLE.

 4        This Act may be cited as the ``Right to Life Act''.

 1   SEC. 2. RIGHT TO LIFE.

 2        To implement equal protection for the right to life
 3 of each born and preborn human person, and pursuant
 4 to the duty and authority of the Congress, including Con-
 5 gress' power under article I, section 8, to make necessary
 6 and proper laws, and Congress' power under section 5 of
 7 the 14th article of amendment to the Constitution of the
 8 United States, the Congress hereby declares that the right
 9 to life guaranteed by the Constitution is vested in each
10 human being.
11   SEC. 3. DEFINITIONS.

12        For purposes of this Act:
13             (1) HUMAN       PERSON;               BEING.--The
                                          HUMAN

14        terms ``human person'' and ``human being'' include
15        each and every member of the species homo sapiens
16        at all stages of life, including, but not limited to, the
17        moment of fertilization, cloning, or other moment at
18        which an individual member of the human species
19        comes into being.
20             (2) STATE.--The term ``State'' used in the
21        14th article of amendment to the Constitution of the
22        United States and other applicable provisions of the
23        Constitution includes the District of Columbia, the
24        Commonwealth of Puerto Rico, and each other terri-
25        tory or possession of the United States.
